Makes sense. I guess it kind of sucks for people who never use the Steam store and only redeem stuff from Humble Bundles or sales on other websites, but I think it's a small price to pay for peace of mind for other Steam users. I've seen a lot of horror stories from people who made trades with questionable accounts and got their accounts locked down as well. And hopefully this will curb the spam messages that even I get occasionally. :\
